- In a saucepan, combine coconut milk, water, salt, and sugar.
- Bring to a boil. Add rice, stir well and reduce heat to medium-low.
- Cover and simmer undisturbed until liquid is absorbed and rice is fluffy, about 20 minutes. Remove from heat and let sit.
- Fluff with a fork and add red pepper.
- Adjust seasoning to taste.
